TERMS OF REFERENCE – Services for the HealthTech Hub Design
- BACKGROUND
„Expanding the Internationalization Initiative across Moldovan Universities” is a Ukraine-Moldova American Enterprise Fund: UMAEF (hereinafter “UMAEF”) – financed Project to be implemented between June 2025 and December 2025.
Despite recent progress, Moldova’s higher education institutions continue to face major barriers in advancing the internationalization agenda. The first phase of the project, focused on Moldova Technical University (UTM), demonstrated that targeted investments can support international student recruitment and strengthen institutional capacity. Thus, during the first internationalization Project (April 2024–March 2025), beneficiary institution UTM enrolled 430 international students generating €650 000 in tuition revenue, the Indian cohort alone contributed approximately €96 250. Beyond tuition, student living expenditures injected an estimated €248 500 into the Chisinau economy: €8 000 for on-campus dormitories, €90 000 for private rentals, and €150 500 for food and transportation. This secondary economic impact underscores the broader community benefits of internationalization, bolstering local service sectors and supporting small businesses.
The second phase of the project will build on the achievements of Phase 1 continuing to support UTM and expand to include the State University of Medicine and Pharmacy (USMF). While USMF enrolls the highest number of international students in Moldova, it faces challenges related to international accreditation, strategic partnerships and refurbishment of new spaces dedicated to local and international students.
OBJECTIVE OF THE ASSIGNMENT
In a highly competitive global environment, digital transformation and university internationalization are critical for sustainable growth. Therefore, USMF plans to establish a multifunctional HealthTech facility that connects innovative tech companies and start-ups with the global medical community, thereby positioning the Republic of Moldova as a regional hub for medical innovation and medical tourism.
Strategic objectives:
- Establish a modern, multifunctional space—built to international standards—dedicated to developing and implementing advanced medical technologies (HealthTech);
- Facilitate collaboration among innovative tech companies, start-ups, and the local and international medical community;
- Strengthen the Republic of Moldova’s position as a regional hub for medical innovation while promoting medical tourism.

2. SCOPE OF WORK
Phase I – Conceptual Project (CP)
- Initial Research & Data Collection
- Receipt and analysis of the beneficiary’s technical specifications and requirements;
- Professional photo and video documentation of the site and existing structures;
- Detailed as-built survey of current constructions and architectural elements.
- Conceptual Architectural Design
- Conceptual master plan of the site;
- Detailed conceptual floor plans for each space;
- Development and presentation of conceptual exterior façades, including colour schemes and proposed materials;
- Creation of 3-D conceptual diagrams to provide a clear understanding of structure and functionality;
- High-resolution, realistic 3-D renderings of the building’s exterior from multiple visual perspectives.

- Detailed conceptual landscape plan
- Exterior 3-D renderings that clearly and thoroughly illustrate the proposed solutions for outdoor areas and green spaces
Note: During the conceptual stage, up to three conceptual design options will be produced and presented to the beneficiary for review and approval.
- Final deliverables for the conceptual stage
- Complete, detailed technical documentation in both printed and digital form (two copies);
- A full set of detailed plans, diagrams and 3-D renderings, provided in electronic and printed formats.
- Contractual and Financial Conditions
- Total duration for Phase I: maximum 30 working days from the date the advance payment is made
- Total project cost: MDL 230,000 (plus MDL 46,000 VAT)
- Payment terms:
- 60 % advance payable within 4 banking days after contract signature;
- 40 % balance payable within 4 banking days after receipt and acceptance of the final documentation, as confirmed by a formal hand-over report.
3. Architect/Designer Obligations
- Prepare and deliver the project in line with agreed quality standards and the beneficiary’s requirements
- Strictly adhere to all agreed deadlines
- Guarantee the copyright and intellectual-property rights for the delivered documentation and design
4. Additional Clauses and Exclusions
- The designer is not responsible for obtaining the necessary permits or approvals.
- If the beneficiary cancels the project, the advance payment is non-refundable.
- Any contract amendment may be made only with the written consent of both contracting parties
