Position: Communicator at SRGO

Duration: 9 months (January – September 2026)
Reporting to: Project Head, Smart Regulation and Growth Office (SRGO)
Institutional Counterpart: Ministry of Economic Development and Digitalization (MDED)

  1. Objective of the Position

The Communicator will develop and implement SRGO’s strategic communications function to make delivery visible through credible, evidence-based updates linked to SRGO’s KPI monitoring and verified reform results. The role translates technical reforms and investment pipeline progress into clear messages and products for government leadership, development partners, investors, and the public, ensuring consistent narrative, quality, and timing aligned with SRGO delivery routines.

  1. Key Responsibilities

The Communicator will:

  • Develop and implement a communications strategy and editorial calendar aligned with SRGO delivery cadence and quarterly KPI reporting (focus on verified results, not announcements).
  • Translate technical reforms, investment pipeline progress, and KPI updates into clear communication products (briefs, one-pagers, web/social content, talking points, presentations).
  • Coordinate communications with MDED counterparts to ensure consistency, approvals, and integration with institutional channels.
  • Prepare evidence-based communication packages for high-level formats (Economic Council, donor coordination, investment missions), including rapid turnaround support to SRGO leadership.
  • Support publication of KPI visuals and progress snapshots (dashboards, charts, infographics), ensuring clarity, accuracy, and consistent visual identity.
  • Produce and manage digital content (short videos, social visuals, photo stories) and coordinate external service providers if needed (design, video, media placement).
  • Track communications KPIs (e.g., share of outputs reporting verified results versus announcements; number of Growth Dashboard priorities with publicly visible evidence-based updates) and provide inputs to SRGO quarterly reports.
  • Monitor media and stakeholder feedback on SRGO reforms and initiatives, flag reputational risks, and propose corrective messaging/actions.
  1. Expected Outputs
  • SRGO communications strategy and implementation plan adopted (messaging framework, target audiences, channels, content formats, approval workflow).
  • Regular public updates produced and disseminated in coordination with MDED, linked to verified reform results and KPI reporting (including quarterly update packages).
  • Communication packages prepared for priority reforms and growth vehicles (e.g., deregulation packages, industrial parks, HiTech Park, tourism/medical tourism), with consistent narrative and evidence.
  • KPI visuals and progress snapshots produced for presentations and public-facing formats, with a consistent SRGO visual identity.
  • Communications KPI tracking delivered as part of quarterly reporting, including evidence of outputs and stakeholder reach/engagement where data is available.
  1. Required Expertise and Profile
  • Relevant experience in strategic communications, public policy communications, stakeholder engagement, or related fields; a relevant university degree is an advantage but is not mandatory if experience is demonstrated.
  • Minimum 3 years of assignment-specific experience producing communications for reforms, public sector programs, or investment/economic development initiatives (government, donor-supported, or comparable settings).
  • Demonstrated ability to translate technical content into clear messages and products, with strong writing and editing skills.
  • Hands-on capability in digital content production and visual packaging (presentations, social visuals, basic video/storytelling workflows); experience coordinating designers/production vendors is an asset.
  • Comfort working with data and KPIs to support evidence-based storytelling and accurate visualizations.
  • Working proficiency in Romanian and English is expected; Russian is an asset.
