Consulting services for delivering English language courses for university teachers
BACKGROUND
“Expanding the Internationalization Initiative across Moldovan Universities” is a Ukraine-Moldova American Enterprise Fund: UMAEF (hereinafter “UMAEF”) – financed Project to be implemented between April 2025 and December 2025.
Despite recent progress, Moldova’s higher education institutions continue to face major barriers in advancing the internationalization agenda. The first phase of the project, focused on Moldova Technical University (UTM), demonstrated that targeted investments can support international student recruitment and strengthen institutional capacity. Thus, during the first internationalization Project (April 2024–March 2025), beneficiary institution UTM enrolled 430 international students generating €650 000 in tuition revenue, the Indian cohort alone contributed approximately €96 250. Beyond tuition, student living expenditures injected an estimated €248 500 into the Chisinau economy: €8 000 for on-campus dormitories, €90 000 for private rentals, and €150 500 for food and transportation. This secondary economic impact underscores the broader community benefits of internationalization, bolstering local service sectors and supporting small businesses.
The second phase of the project will build on the achievements of Phase 1 continuing to support UTM and expand to include the State University of Medicine and Pharmacy (USMF). While USMF enrolls the highest number of international students in Moldova, it faces challenges related to international accreditation, strategic partnerships and refurbishment of new spaces dedicated to local and international students.
OBJECTIVE OF THE ASSIGNMENT
The main objectives of the consultancy are: a) Improve English language skills of university teachers by one qualification level, b) prepare university teachers to pass intrenational language qualifications (for those who relevant) c) organizing the courses, and conducting post-training testing for 15 teachers.
By offering English language courses to university teachers, the aim is to improve their English skills, which will contribute to enhancing the quality of teaching and research in universities, facilitating access to international academic resources, interdisciplinary collaborations, and supporting integration into the global academic environment.
As a result of the trainings provided, an improvement of one qualification level is expected during the training period.
SCOPE OF WORK
In order to achieve the objectives, the company shall perform the following:
Task 1. Assess the current linguistic level of teachers and assigning participants to groups
Based on the assessment results, participants should be divided into homogeneous groups where members have similar skill levels based on their proficiency level. This allows trainers to design instruction that meets the group’s needs.
Task 2. Develop a training plan for each group of teachers and adapt content for an adult audience if needed
When designing a training plan for university teachers, it’s essential to tailor the training plan for 15 academic staff members from UTM and USMF, aimed to improve their proficiency from level B2 to C1. The training plan and schedule must be tailored to the specific language needs and proficiency levels of the participants, ensuring relevance and effectiveness.
The training program should include clearly defined objectives, appropriate instructional content, effective teaching methodologies, and a structured assessment framework.
It should also incorporate elements that support the development of practical skills in academic communication, classroom instruction, and research-related language use. Special attention should be given to aligning the course design with the participants’ professional contexts to enhance their overall teaching and research performance.
Task 3. Deliver the training and prepare university teachers to pass international language qualifications (for those who relevant)

The company shall submit to the FAM the following deliverables:
- Pre tests and post test results
- Training schedule and training plan aimed to enhancing the English language proficiency of 15 academic staff members from UTM and USMF, progressing from B2 to C1 level.”
- Attendance lists
DURATION OF THE ASSIGNMENT AND ESTIMATED TIME INPUT
The duration of consultancy is August 2025 – November 2025, with the deliverables submitted as follows:

QUALIFICATION REQUIREMENTS
Interested companies must meet the following requirements:
- Proven experience in organizing and delivering English language courses for adults, preferably for university staff;
- Availability to customize the program according to the specific needs of participants (language level, focus on academic vocabulary, etc.);
- Flexibility in organizing the schedule;
- The capacity to provide a sufficient number of qualified trainers;
- At least 5 years of activity in the field of delivering English language;
- Availability of space and proper facilities to host parallel groups.
