Position: Growth & Competitiveness Expert 2 at SRGO
Duration: 9 months
Reporting to: Project Head, Smart Regulation and Growth Office (SRGO)
Institutional Counterpart: Ministry of Economic Development and Digitalization (MDED)
- Objective of the Position
The Growth & Competitiveness Expert will support the operationalization of the Smart Regulation and Growth Office (SRGO) by advancing selected high-impact growth initiatives and reforms under the Growth Dashboard ad SRGO Concept note. The role focuses on translating reform priorities into structured, investment-ready interventions that improve competitiveness, productivity, and the business environment, with a particular emphasis on strategic investment projects and sectoral growth vehicles.
- Key Responsibilities
The Expert will:
- Support the Project Head in structuring and monitoring implementation plans, timelines, and reporting, ensuring coherence across SRGO objectives and Growth Dashboard priorities.
- Lead coordination and technical implementation of Objective 3.2 (HiTech Park), focusing on investment readiness, governance setup, and sequencing of implementation actions aligned with national planning.
- Lead coordination and implementation support for Objective 3.3 (Industrial Parks and Regional Economic Hubs), including modernization approaches, governance models, and establishment of a support and mentoring function for park administrations.
- Lead coordination of Objective 3.5 (Inbound tourism – MICE, balneo, SPA), including market and investment scoping, roadmap development, and preparation of policy and State Aid Scheme concepts for productive investments.
- Coordinate closely with MDED units, public agencies, and development partners to align reform actions, investment concepts, and implementation sequencing, and to reduce risks related to project maturation.
- Expected Outputs
- Structured implementation inputs for Objectives 3.2, 3.3, and 3.5, aligned with the Growth Dashboard.
- Investment-ready concepts, roadmaps, and governance inputs for HiTech Park, Industrial Parks, and inbound tourism growth vehicles.
- Technical notes and coordination inputs supporting regulatory modernization, investment frameworks, and State Aid Scheme concepts where relevant.
- Regular progress inputs to SRGO reporting and coordination routines.
- Required Expertise and Profile
- At least 5-7 years of experience in economic development, competitiveness, investment projects, or related public-sector reform fields.
- Proven experience working on reform implementation, strategic investment projects, or sectoral development programs in areas such as technology, innovation, tourism, agrifood, or export-oriented value chains.
- Strong understanding of business environment reforms, public investment frameworks, and coordination mechanisms within government.
- Experience working with international partners and donor-supported programs is an asset.
